This is called little planet effect. You can use an image from a 360 degree camera or a panorama and use photoshop or mobile apps (search for little/tiny plant) to create this effect. I have used a GoPro Fusion camera for this and used their Fusion Studio to edit these images.

This is captured using a GoPro 360 camera and used a software called GoPro Fusion to create this little planet effect. Many mobile apps are available for creating this.
